Sailors seeking a career in the Construction Electrician (CE) rating are drawn from those classified in the Constructionman junior rating. Other ratings that Sailors in the E1 to E3 paygrades within the Constructionman classification might pursue include Builder, Construction Mechanic, Utilitiesman, Steelworker, Engineering Aid, and Equipment Operator. These seven ratings are reduced to just three at the E9 paygrade; Construction Electricians and Utilitiesmen who reach that rate, for example, become Master Chief Utilitiesmen.

During their apprenticeship as Constructionmen, up-and-coming CE Sailors (and those purusing any other rating drawn from the Constructionman junior rating) must master a variety of Seabee combat tasks and skills when they reach the E3 paygrade. Combat-related tasks include the maintenance and operation of small arms, the use of explosive (grenades and land mines) and pyrotechnic devices, serving as a rifleman or an ammo carrier for crew-served weapons, and performing fire-team level defensive tactics.

Other Seabee-related skills CEs must learn include how to use protective measures in case of a Chemical, Biological Radiological, Nuclear, and Explosive (CBRNE) event, understanding and using hand and arm signals in tactical situations, employing land-navigation procedures, receiving and sending communications, and the application of cover-and-concealment techniques, to name a few.
