U.S. NAVY CWO SHIP'S CLERK HARD SHOULDER BOARDS

Like other enlisted personnel, the simplest and most obvious paths of advancement to officer status for Yeomen are VIA the Chief Warrant Officer and Limited Duty Officer programs. In the case of a Yeoman becoming a CWO, this means promotion from the rate of E7-E9 to Ship’s Clerk; as an LDO, Yeomen become eligible for selection to promotion to Ensign in the Administration community when they reach the paygrade of E6.

While Warrant Officers have been a part of the United States Navy since its inception, the LDO program is relatively new. Introduced in 1948, the LDO program was established partly as a way to provide veteran Sailors with many years of experience another way to use their knowledge and technical expertise in positions of leadership.

Because both communities are drawn from enlisted Sailors from particular ratings, the duties of CWOs and LDOs naturally overlap, at times causing confusion as to where one’s responsibility ends and the other’s begins. This has in turn led to some speculation that the Navy is favoring one program at the expense of another; of late, the charge has been that the Navy is phasing out CWO selections in favor of LDOs.

But a look at the data over the past five years reveals this is clearly not the case for Yeomen and Ship’s Clerks. From 2012 to 2016, 73 Yeomen CPOs were promoted to CWO2, compared to 85 Yeomen being promoted to Ensign and one being elevated to Lieutenant (junior grade). But nearly a quarter of the LDOs were Reservists; when looking at active-duty promotions alone during that period, CWOs account for 53 percent of the accessions through the two programs.
