U.S. ARMY ELEMENT SELECTIVE SERVICE SYSTEM PATCH (SSI)

The Shoulder Sleeve Insignia (also referred to as a shoulder patch or unit patch) worn by U.S. Army personnel assigned to the Selective Service Agency was approved for wear on 19 February 1988.

In the center is an eagle that is taken from the Great Seal of the United States and which is also used on the seal of the Selective Service System (SSS). It clutches three arrows in its talons, two of which represent the military manpower achieved through an all-volunteer system, to wit, the active-duty and reserve components. The third arrow symbolizes conscripted manpower that is used to augment the volunteer ranks.

Three white stars stand for the three components of the Army that are assigned to the SSS: Regular Army, Army National Guard, and Army Reserve. Blue and gold are the color traditionally associated with the Selective Service System.

Today’s Selective Service System has its origins in the Selective Service Act of 1917 passed after the United States declared war on Germany and the Army failed to meet its stated goal of one million enlistments in the six-week period following the declaration. Although the signing of Proclamation 4360 on 29 March 1975, eliminating the requirement for 18- to 25-year-old males to register for Selective Service, effectively neutered the draft, President Clinton reinstated the registration (but not the actual draft) with Proclamation 4771 on 2 July 1980.
