The Coast Guard Auxiliary’s Flotilla PEC Achievement Medal was part of its now-obsolete Goal Achievement Program, designed to award Flotillas that achieved milestones or met certain goals. All members in a Flotilla that met the criteria for an award in the GAP were authorized to wear the appropriate ribbon.
GAP was replaced by the Annual Service Performance Awards (ASPA) system, which recognizes individual achievements rather than the collective performance of members in a Flotilla. The equivalent of the Flotilla PEC Achievement Medal in the ASPA system is the
Public Education Service Performance Award.
