U.S. NAVY NUCLEAR WEAPONS SECURITY BADGE

To qualify for the Nuclear Weapons Security (NWS) breast insignia, a Sailor need only spend twelve months at the appropriate permanent assignment. Getting that assignment, however, has to do with much more than just aptitude and attitude.

In order to be eligible for the NWS badge, Sailors must be permanently assigned to one of the Navy’s two Strategic Weapons Facilities—either Naval Base Kitsap in Bangor, Maine or Naval Submarine Base Kings Bay in Georgia—and carry out duties that directly contribute to the safety and security of the Navy’s nuclear weapon arsenal. But being posted to an SWF requires passing the PRP, short for the Personnel Reliability Program (which is misspelled “Personal” in MILPERSMAN 1220-061) created by the Department of Defense to ensure that only the most stable and sound individuals have contact with nuclear weapons or the facilities where they are stored.

Renamed the Nuclear Weapons Personnel Reliability Assurance in April, 2016, DOD Instruction 5210.42 is an 11-page documenting outlining the programs that must be in place to authorize individuals to work near or around nuclear materials. Even if an individual passes the test, there are several ways that a Sailor could be disqualified from SWF clearance, including alcohol-use disorder, any type of association with illegal drugs or cannabis (and cannabis-based) products, use at any time of a drug that might cause a flashback (LSD, DMT, and the like), any diagnosis of a substance-use disorder, revocation of a security clearance, or simply loss of confidence by the commanding authority.

Assuming the Sailor remains PRP-certified for a full twelve months while assigned to a Marine Corps Security Force Battalion and is qualified in a senior watch or station at a level consistent with their pay grade, the privilege of wearing the NWS insignia remains. And in one bit of good news, temporary revocations of PRP certification for non-disciplinary matters will not count against that twelve-month requirement.
