Along with Small Craft, the Craftmaster qualification falls under the Officer In Charge/Petty Officer in Charge classification in NAVPERS 15665I, United States Navy Uniform Regulations. The Craftmaster breast insignia is awarded to Navy personnel who serve or have served as either an OIC (officer in charge), POIC (petty officer in charge) or a boat captain of non-combatant craft that is operated independently. Examples of such craft include tugs, landing craft, mine-sweeping boats, salvage ships, and so forth.

Both officers and enlisted personnel serving on active duty may qualify for the Craftmaster insignia. Enlisted personnel from two ratings, Boatswain’s Mate and Quartermaster, are eligible for Craftmaster qualification if they’ve received an NEC Change request endorsed by Navy Personnel Command. Boatswain’s Mates must earn the Tugmaster OR Landing Craft Air Cushion Operators NECs, while Quartermasters are required to hold the Harbor/Docking Pilot NEC. Should enlisted personnel subsequently advance to the rank of officer, they are allowed to continue wearing the Craftmaster breast insignia. Active-duty officers who’ve served as Officer in Charge of Yard Auxiliary, General any time after October 1, 1984 are qualified as Craftmasters.

In addition, all personnel who serve as OIC, POIC, or boat captain for at least six months and have completed the job requirement standards in one of two dozen craft are also eligible for the Craftmaster insignia. This is considerably broader than the original eligibility standards, which limited the number of qualifying crafts to those in four types: Yard Patrol, Craft of Opportunity Trainer, Large Sail Training Craft (40-plus feet), and Large Motorized Training Craft (more than 100 feet long).
