ARMY CIVILIAN SERVICE ACHIEVEMENT

The Civilian Service Achievement Medal (CSAM) was originally approved by the Chief of Staff of the U.S. Army as the Achievement Medal for Civilian Service in August, 1987. The name change was made to make the titles of civilian awards more consistent with their military counterparts. Neither the medal nor the ribbon were affected by this redesignation.

Eligibility for the CSAM is almost entirely relative because regulations merely specify that it is to be awarded for “noteworthy achievements that are of a lesser degree than those recognized by the Commander’s Award [for Civilian Service].” While recipients come from all types of professions, many of them are involved in research-and-developments either at private learning institutions or research centers affiliated with government projects.

For example, Dr. Wade M. Kornegay of the Lincoln Laboratory at the Massachusetts Institute of Technology was awarded the decoration for his work while serving on the Army Science Board between 2004 and 2011. Medal for Civilian Service in recognition of his contributions to the Army Science Board during 2004 to 2011, most notably in biometric systems and Army organization. But not all CSAM honorees have high-tech assignments. At the other end of the CSAM spectrum is recipient Gaetano Vecchio, an employee the Directorate of Family, Morale, Welfare, and Recreation at U.S. Army Garrison Wiesbaden in Germany. Vecchio was honored in 2016 upon his retirement for 44 years of outstanding service as an automotive maintenance technician.

The CSAM has one of the lowest awarding authority thresholds of the Army’s civilian service medals. It can be awarded by any commander at the rank of Lieutenant Colonel or above (or by a civilian of equivalent rank).
